Unfortunate that in discussion in U.S. of Argentine situation so much stress is placed on arms; because of unfounded statements of correspondents and commentators, many in U.S. believe Argentine Government complying with her commitments only to get arms from U.S. and that arms will be used against her neighbors; Argentina could get arms from several European sources if she so desired; has been informed both Sweden and England no longer feel bound by "gentleman's agreement" not to sell arms to Argentina; if Argentina had plans to attack any of her neighbors she would not be interested in a defense pact, which would bring wrath of all other American republics upon her; has noticed change of tactics of those who through the press are trying to prevent composition of situation with Argentina; since it has now become apparent Argentina is complying with her commitments, attention is being concentrated on the supposedly aggressive attitude and fascist character of Argentine government; it is even implied Argentina getting ready to produce atomic bombs; had hoped compliance might be complete before Marshall's departure for Moscow so that situation could be cleared up and plans made for Rio meeting.
