Scope and Contents

Summarizes goals achieved to date; struggle not between "haves" and "have-nots," but a conflict of ideologies; major dictatorships have reverted to doctrine of force and might as opposed to international morality and would impose their doctrine on whole world; completely new political, social, and economic order established by dictatorships based on idea of self-sufficiency and bilateral agreements always to benefit of stronger state; dictators know economic and industrial structures they have set up have no hope of permanence unless they can impose their will on the rest of the world; if democracies, including U.S. do not defend their political, social, and economic views now by all peaceful means at their command, only question of time when they must defend them with force; if lawless nations continue to gain ends through force or threat of force, and if concessions to them continue, catastrophic war is inevitable; U.S. the ultimate object of attack, when other democracies have been cleared away and U.S. is standing alone; so far Western Hemisphere has been spared acts of force by the dictators, but U.S. knows what to expect; Gen. [Wilhelm] Faupel recently declared in Berlin that Lima Conference was attempt to stop German penetration of Latin America; not only territory at stake, but basic ideas and principles; plan conceived by National Socialist Government is (1) complete control of Germany through coordination of public opinion forming means and control by Party of every aspect of German life, (2) absorption of Austria and Czechoslovakia, (3) political, social, and economic hegemony over Southeastern Europe, (4) acquisition of Ukraine, (5) isolation of Russia, (6) weakening of France through breakdown of Soviet alliance, (7) acceleration of disintegration of British Empire, and (8) with England weakened, way would be open to U.S.; fear of war is paralyzing action by democratic states, and Germany is capitalizing on this fear; in meantime democracies are increasing their armaments; a poker game, with great stake - the stake of saving civilization; Americans now beginning to realize they cannot remain aloof and find shelter behind neutrality legislation.
