Talked with President today regarding two proposed article of new Constitution; articles in present form would remove all bases for cooperation in economic and financial field, and give Congress power to nullify certain rights already guaranteed by constitution; was assured by President articles would be appropriately changed by Assembly; mentioned to President that Assembly had not yet given legislative authority to rump Congress, which left matter of payment of obligations high and dry; President insisted matter would be attended to.
