Scope and Contents

Enclosed with No. 1409. Cuban delegation initiated discussions with officials of Treasury and Agriculture; discussions with [Warren Lee] Pierson of Import-Export Bank should be held shortly; offers following suggestions for Welles' conversations with Ambassador [Pedro] Martinez Fraga: (1) extension of Decree-law 522, (2) reform of Cuban Treasury, (3) curb of Nationalistic legislation harmful to American interests, (4) carry out draft Treaty presented to Cuba in Mar. 1939, (5) settle claims owing to American citizens; refrain from evicting Havana Coal Company from Havana Harbor until equitable settlement can be worked out; Ambassador Messersmith should be informed of conversations with Martinez Fraga and instructed to repeat gist of Welles' statements to President Batista.
