Scope and Contents

Talked with Ezequiel Padilla late yesterday; he is in complete agreement with every statement Hull has made concerning Argentina, but thinks public statement from him will come with more force a little later; he said [Carlos Alberto] Pardo, Argentine Chargé, had expressed wish to see him; Padilla had tentatively set date for 28th, but said he would confine himself to listening unless he had word from Hull before then that it was all right to demand (1) that Argentina fulfill her obligations under Rio Conference and (2) remove certain Nazi minded people from Government; then Mexico would explore possibility of recognition; if Argentina acceded to demands, regime wouldn't last long for it would have admitted defeat.
