Biographical / Historical

S. B. (Shien Biau) Woo was born in Shanghai, China, in 1937, and came to the United States from Hong Kong at age 18. Woo studied mathematics and physics at Georgetown College in Kentucky, and earned a PhD in Physics from Washington University in St. Louis in 1964.

Woo came to the University of Delaware in 1966 as an assistant professor in physics. Over the course of his 36 year career at the University, he served as Chief Negotiator for the UD Chapter of the American Association of University Professors, and a term on the UD Board of Trustees from 1976-1982. Woo retired from the University of Delawre in 2002.

In 1984, Woo, a Democrat, ran for lieutenant governor, winning the Democratic primary and defeating Repubican candidate Battle Robinson by 425 votes. Woo served one term as Lieutenatn Governor. In 1988, Woo challeged incumbent Repulican Senator Bill Roth in the U.S. Senate election, losing to Roth.
